The project was conducted through open tendering. The specific tendering issues were announced as follows:
Second, the scope of the tender:
1. Bidding scope: Supply of liquid ammonia to the denitrification system of Inner Mongolia Shangdu Second Power Generation Co., Ltd.
2. Technical requirements:
(1) liquid ammonia performance: colorless liquid, corrosive and volatile, with a strong irritating odor, easily gasified into gaseous ammonia. The density 0.617g/cm3, boiling point -33.5 °C, lower than -77.7 °C can become odorless colorless crystals.
(2) The liquid ammonia component should meet the requirements of GB 536-88, ammonia content ≥ 99.96%, residue content ≤ 0.1%, moisture content ≤ 0.1 %, oil content ≤ 5 mg/kg (gravimetric), iron content ≤ 1 mg /kg.
(3) Liquid ammonia is transported in a special tanker, and full-time drivers (at least two) are responsible; liquid ammonia leakage and other consequences arising from tanker, traffic and other issues are the responsibility of the bidders; valves and valves for transport tankers Attachments meet the relevant national standards and can be used in conjunction with the tendering site's on-site unloading ammonia pipeline fittings. No unmatched phenomenon should occur. Otherwise, the bidders will replace them on their own, and all costs incurred will be borne by the bidders, and the bidders will be responsible for unloading the goods.
(4) The bidder must provide each batch of liquid ammonia test report and production certificate to ensure the quality of the supplied liquid ammonia. Due to the quality of the bidder’s products, the efficiency of denitrification is low or the equipment is damaged. The bidder shall bear the corresponding responsibility and compensate for the losses caused by the tenderer.
(5) The bid solicitor has the right to conduct random inspections on every batch of products sent, random sample tests, and the costs for sending to third parties for inspection shall be borne by the bidders (third parties designated by the tenderer), such as product quality, performance and technology The specifications or related standards do not match. The bid solicitor has the right to refuse the acceptance. The bidder is responsible for free replacement (see technical specifications for details).
3. Parameter: 600 tons of supply (purity ≥ 99.96%, according to the actual settlement)
4. Place of delivery: Inner Mongolia Shangdu No. 2 Power Generation Co., Ltd. Ammonia zone, assisted by the supplier to unload the goods to the place requested by Party A.
Third, the bid registration requirements:
(a) Registration requirements:
1. The bidder must have the qualification of an independent legal entity of the People's Republic of China, as well as the ability to independently assume civil liability and the equipment and professional and technical capabilities necessary to perform the contract.
2. The bidder had not less than 3 similar project achievements in the past 3 years. (The contract based on the name of the bidder and the owner/user is used as the basis, and the contract must include: the project name, the main content of the contract, the signing of the contract, the signing time of the contract, and other key contents, otherwise it will not be adopted).
3. Others: The bidder should not perform the contract and the bad records of safety and civility, no bad litigation records, and no records of violation punishment in the bidding and bidding activities.
4. The scope of business must include the qualification for the production or sale of the bid.
5. The Commonwealth does not accept bids from the Consortium.
6. The bidder must have the road transportation business license qualification (dangerous goods category) or commissioned transportation contract.

(b) Registration information to be submitted for bid registration:

(5) 3 similar project performances (based on the contract signed with the owner/user with the name of the bidder, and the contract must include: the project name, the main content of the contract, the signing of the contract, the time of signing the contract, etc. , otherwise it will not be adopted);
(6) The bidder must have the road transportation business license qualification (dangerous goods category) or commissioned transportation contract.
(7) Dangerous chemicals business license.

The bidder is required to provide the original (1)-(8) of the above-mentioned documents at the time of registration.
