Ministry of Industry and Information Technology: National Broadband Subscribers 208 Million Access Rate to Over 8M



On September 13, the China-ASEAN Information Port Forum with the theme of "Internet + Maritime Silk Road - Cooperation, Mutual Benefit, and Win-Win" was opened in Nanning, Guangxi. China-ASEAN Information Port Base was also unveiled in Nanning on the same day. Lu Wei, director of the State Internet Information Office, said at the opening ceremony that in the future it will promote the establishment of a China-ASEAN Information Harbor Construction Fund to boost the regional poverty alleviation undertaking and benefit the people of China and ASEAN countries.

Officials from the Ministry of Industry and Information Technology attended the forum yesterday and delivered speeches. Chen Jiachun, deputy director of the Department of Information and Communications Development of the Ministry of Industry and Information Technology, said that most of the broadband development goals this year have been completed.

Set up an information port construction fund

Lu Wei said that with the advancement of the Internet+, the growth rate of the Internet industry in China is five times that of GDP, and the amount of e-commerce transactions last year reached 13 trillion yuan. It is hoped that relying on the China-ASEAN Information Port platform, we will vigorously develop cross-border e-commerce, build a China-ASEAN information port, build a regional international financial information center, and promote digital economic cooperation to develop in depth.

Lu Wei said that at present, China still has 700 million people who do not have access to the Internet. ASEAN also has 400 million people who are not Internet users. They also need to use the Internet to understand information, acquire knowledge and escape poverty. Lu Wei revealed that in the future, it will promote the establishment of the China-ASEAN Information Harbor Construction Fund, relying on the AIIB and Silk Road Funds, increase investment in information infrastructure, build a China-ASEAN Information Portal, and vigorously promote the popularization of the Internet, breaking the barriers to information and eliminating figures. The gap will share information and services related to economic and financial affairs, education and scientific research, health care, and disaster early warning with the ASEAN countries, boosting regional poverty alleviation and helping the construction of information harbors benefit the people of China and ASEAN countries.

Broadband subscribers reach 208 million

At the forum on the economic situation in the first quarter of this year, State Council Premier Li Keqiang once urged that the net fee be dropped.

According to the official plan released in May this year, China will add 240 million 4G users in 2015, and 40 million new fiber-to-the-home broadband subscribers. The proportion of broadband users using 8Mbps and above will reach 55%. In terms of fixed networks, 80 million users will be added with fiber coverage this year. In terms of mobile networks, there are more than 600,000 new base stations.

At the forum on September 13, Chen Jiachun, deputy director of the Department of Information and Communications Development of the Ministry of Industry and Information Technology, stated that most of the targets set forth in the special operations have been completed. Chen Jiachun said that at present, the number of broadband users in China has reached 208 million; the number of fiber-to-the-home users has reached 94 million, an increase of over 75% over the previous year. As of July, the proportion of users with 8Mbps or more is close to 56%, becoming the dominant user group.

The official plan is to enable 4G networks to cover urban and rural areas by 2017. Most cities will achieve full coverage of fiber optic networks, and the penetration rate of mobile broadband population will be close to that of medium-developed countries.
