The frequent goodness of the policy may not be difficult to understand. After the EU’s “double reverse” big sword was cut into the photovoltaic industry, the most important export channel of China’s photovoltaic industry was blocked. There are only two ways out for all PV companies: one is to find overseas emerging markets, and the other is to deepen the domestic market.

Under the big slogan of China’s urbanization, the opportunities in the domestic photovoltaic market cannot be overlooked. However, it is worth noting that when the photovoltaic industry was in full swing, the debate over its overcapacity has been incessant.

Public data shows that in 2011, the global PV production capacity surplus was 10 GW, and in 2012, this figure reached 22 GW, while the output of PV modules in China accounted for more than 60% of the world's total.

What is intriguing is that the overcapacity in the photovoltaic industry is not a consensus. There are even controversies among ministries. After the "2009 Summer Report on the Operation of China's Industrial Economy" was issued, the Ministry of Industry and Information Technology first proposed the problem of redundant construction of solar energy and disorderly construction. However, the Ministry of Science and Technology believes that there is an unfair judgment on the “overcapacity” in the polysilicon industry. Then the NDRC did not control the production capacity of the photovoltaic industry.

Controversies among ministries may be explained in terms of statistics. However, since the photovoltaic industry suffered an inflection point in 2011, the photovoltaic company's inventory and price declines, coupled with credit tightening, the photovoltaic industry has been in mourning for a time. Overcapacity has become a consensus.
