Photovoltaic certification "lights up" solar energy


Recently, the project of solar photovoltaic power system for households in Tibet villages and villages has been approved by the National Development and Reform Commission. Solar photovoltaic experts believe that the results of purchasing solar PV power system equipment purchase and procurement of photovoltaic certification can not only effectively guarantee the construction quality and implementation effect of the Tibet village village power supply pilot project, but also contribute to the promotion and development of solar photovoltaic certification system in the photovoltaic industry. .

Industrialization process is blocked

It is understood that in 2002, the state initiated the transmission of electricity to the township project, through the photovoltaic and small-scale wind power generation, solved the electricity problem of nearly 800 villages in Tibet, Xinjiang, Qinghai, Gansu, Inner Mongolia, Shaanxi and Sichuan. The use of photovoltaic modules reached 19.6 megawatts, which has given birth to the development of the photovoltaic industry. Especially in recent years, China's solar photovoltaic industry has achieved an average annual growth rate of 28%, and has become a fast growing country in the world's photovoltaic industry. However, the problems in development have also become prominent.

On the one hand, the quality of photovoltaic products is uneven, and the unstable operation of the system sometimes occurs. For example, in order to reduce costs, some producers cut corners and shoddy, and implemented vicious low-price competition. Some manufacturers have seriously affected the industrialization of photovoltaic systems in order to seize market share, falsely publicize, mislead or deceive consumers.

On the other hand, given the potentially huge commercial value of photovoltaic systems, some investors are optimistic about the prospects of this project. However, due to the fact that China has not implemented a photovoltaic product certification system, most of them believe that domestic solar cell products have poor quality reliability, short life span, and are prone to occur. Maintenance issues increase investment risk. To this end, they mostly want to buy solar cell products with quality assurance and high integrity. This demand has laid a commercial foundation for the implementation of the photovoltaic product certification system.

Technical specifications fill the standard blank

According to industry experts, in general, China's solar photovoltaic product certification standards are basically complete, but the lack of standards for key component certification has become a bottleneck restricting the development of this certification system. Experts explained that lead-acid batteries have been widely used as key components in solar photovoltaic systems. Inconsistent with this, there is no special standard for photovoltaic lead-acid batteries in China.

From the current status quo, most of the batteries used in domestic independent solar photovoltaic power plants or small household solar power sources are sealed lead-acid batteries for communication, but there are many characteristics in the use of batteries for solar photovoltaic systems and batteries for communication systems. Differences, these differences cause frequent failure of the battery in the independent photovoltaic system, and the service life is much lower than the design life, thus increasing the operating cost of the photovoltaic system and affecting the commercialization and application of the independent photovoltaic power station.

In order to change the current situation of the lack of lead-acid battery standards for photovoltaic energy systems, to ensure the quality of special lead-acid batteries for photovoltaic systems, and to promote the application of high-quality photovoltaic special-purpose batteries, in early April 2007, Beijing Jianheng Certification Center and Shandong Shengyang Power Industry Co., Ltd. The Ministry of Information Industry's Chemical Physics Power Product Quality Inspection Center and the Ministry of Information Industry's Post and Telecommunications Industrial Product Quality Inspection Center, in conjunction with China's national conditions, jointly drafted the "Technical Specifications for Lead-Acid Battery Certification for Photovoltaic Energy Systems" with reference to relevant international technical standards. On April 18 this year, the relevant state departments held a review meeting on “Technical Specifications for the Certification of Lead-Acid Battery for Photovoltaic Energy Systems” in Beijing. The review team believes that the certification technology specifications are outstanding, the content is scientific and reasonable, and it fills the blank of the lead-acid battery standard for solar photovoltaic energy systems in China.

Wu Dacheng, director of the World Bank's China Renewable Energy Development Project Office, said that the World Bank will consider adopting products certified according to the certification technical specifications when purchasing lead-acid batteries for domestic photovoltaic energy systems. The China Renewable Energy Development Project (REDP) has tested the battery supplier's products in accordance with this specification. At the same time, the technical specification has also been adopted by the international authoritative PV certification organization PV-GAP, becoming an internationally accepted technical specification.

Certification results received

It is understood that the photovoltaic certification system in Europe and the United States and other countries has been relatively mature, and the certification results have been widely adopted. Up to now, more than 20 kinds of PV products of more than 20 well-known PV companies in China have passed the certification of Golden Sun Photovoltaic Products. The National Development and Reform Commission said that in the future, the country's financially supported PV projects will purchase and use PV certified products. It is reported that the Golden Sun certification has been listed as the bidding conditions for the household solar energy photovoltaic power system project of the Tibet village village power supply pilot project.

At present, Beijing Jianheng Certification Center is cooperating with relevant research institutes in China to conduct technical research work on the design and on-site verification of independent photovoltaic power plants above 1kW and MW-level grid-connected photovoltaic power plants. Among them, the engineering acceptance specifications for independent photovoltaic power station projects have been basically completed, and the certification pilot work is about to begin. The effective implementation of these tasks will promote the application and promotion of China's photovoltaic power generation projects.
