**General Contracting Tender Notice**
**1. Tender Conditions**
The addition of a wastewater reuse facility to Water Purification Plant No. 2 within the Water Division of the Tianjin Branch has been officially approved by Sinopec Tianjin Branch. The basic design for this project, titled “Design of the Basic Design for the Addition of Sewage Reuse Facility Project in the Water Purification Plant No. 2 of the Water Department,†was approved under SINOPEC (Tianjin) No. 314 [2017]. The construction is being carried out by Sinopec Tianjin Branch, with full funding provided by the company. This project is now open for general contracting tender, and potential bidders are invited to submit their proposals.
**2. Project Overview and Bidding Scope**
**2.1 Project Title:** Addition of Wastewater Reuse Facilities for Water Purification Plant No. 2, Water Division, Tianjin Branch.
**2.2 Construction Site:** Dagang, Binhai New Area, Tianjin.
**2.3 Construction Scale:** Not applicable.
**2.4 Investment Estimate:** The total project investment is set at 159.728 million yuan (excluding 2.122 million yuan in value-added tax on equipment and materials). The estimated cost for this bidding section is approximately 3.79 million yuan (including tax).
**2.5 Schedule:** The planned construction duration is 186 days, starting from January 10, 2018, and expected to be completed by June 30, 2018, with a final delivery date scheduled for July 15, 2018.
**2.6 Number of Bidding Sections:** One section.
**2.7 Scope of Work:**
**2.7.1 Bidding Scope:**
- Installation of a new ultrafiltration unit with a capacity of 100 m³/h.
- A reverse osmosis unit with a treatment capacity of 250 m³/h.
- A concentrated water recovery (concentrated water reverse osmosis) unit with a capacity of 200 m³/h.
- Upgrades to the existing wastewater reuse plant.
- Installation of a new reverse osmosis DCS control system, along with modifications to the original ultrafiltration DCS system.
- Additional electrical load of 577 kW, including the installation of four low-voltage power distribution cabinets and related cabling in the existing transformer room of the old second water purification workshop.
**2.7.2 Work Content:** All construction, installation, and engineering activities covered under the basic design approval.
**3. Qualification Requirements for Bidders**
**3.1 Basic Qualifications:**
(1) Must be an independent legal entity registered in the People’s Republic of China.
(2) Hold a valid general contracting qualification certificate for petrochemical projects issued by the relevant construction authority.
(3) Possess an effective safety production license issued by the construction administrative department.
(4) Hold valid certifications for quality management, environmental management, and occupational health and safety systems.
(5) Have experience in general contracting petrochemical projects with a single contract value of no less than 3.7 million yuan since January 2014 (project accepted by the completion date).
(6) No history of fraudulent bidding, serious breach of contract, or major safety or quality incidents since January 2014.
(7) Maintain good financial standing, without any bankruptcy, asset freezing, or suspension of operations.
**3.2 Consortium bids are not accepted.**
**3.3 The project manager proposed by the bidder must hold a first-class constructor certificate in mechanical and electrical engineering (registered with the bidder's organization), as well as a valid B-level safety assessment certificate for the project leader. The project manager must not have held any part-time roles during the contract period for any petrochemical projects with a contract value of 3.7 million yuan or more since January 2014.**
**3.4 The safety officer designated by the bidder must hold a valid C-level safety evaluation certificate issued by the construction authority.**
**3.5 Technical personnel involved in the bid must have senior professional titles or higher.**
**3.6 Qualification Review Method:** Post-qualification review.
**3.7 Potential bidders are advised to carefully evaluate their ability to participate in this tender. If they decide not to proceed after downloading the tender documents, they must notify the tenderer or tendering agency in writing (with official seal) or via scanned email before the deadline for submitting the bid. Failure to do so may result in restrictions on future bidding activities, in accordance with the regulations of the China Petrochemical Construction Market Credit System.**
